None = 0

No PDF/A: a plain PDF 1.7.

PdfA2B = 1

PDF/A-2b: the pages look the same wherever they are shown.

PdfA2U = 2

PDF/A-2u: as 2b, and every glyph's text can be read back.

PdfA2A = 3

PDF/A-2a: as 2u, and the document's structure is recorded.

PdfA3B = 4

PDF/A-3b: as 2b, allowing attached files of any kind.

PdfA3U = 5

PDF/A-3u: as 2u, allowing attached files of any kind.

PdfA3A = 6

PDF/A-3a: as 2a, allowing attached files of any kind.

Remarks

Every level embeds its fonts, names its colours through an sRGB output intent — inks are written in RGB — and describes itself in XMP metadata. The U levels also map every glyph to the text it shows, and the A levels also record the document's structure, as Tagged does. Part 3 allows files of any kind to be attached.
